Misusing the law; amendment in SC/ST act

The Scheduled Caste Scheduled Tribe (Prevention of Atrocities) Act, 1989 , states that a person falling under this act can accuse anyone of being atrocious and that person would be arrested immediately without any preliminary enquiry! Now this act is itself very atrocious! I believe this gives the SC/ST people mammoth power to exude monarchy in the sense that he/she can get anyone arrested (non-bailable) and the innocent hence, would be punished without even a fair trail. I can't comprehend how acts like this make our constitution remotely a republic! But with the latest amendment of the apex body of judiciary of India the power of this act has been minutely dissolved to the state that, now there has to be a fair enquiry by police in charge and only after that things would proceed. Well recently we have been seeing lots of photos on social media showing secularism but there were tint of doubt over it's originality. But today I got to witness one instance myself and I'm really overwhelmed.  Today while the muharram was ongoing there was a guy holding Indian flag continuously and some had tied national flag band on their head.
